As suggested by Sara Adams, I folded Sunburst's Naga. It was really tough to pack it in only 30 steps. Folded from 9x9cm note paper, based on a fishbase.

There have been many many octopus designs...most notable of one's by Kamiya Satoshi, Peter Engels, Sipho Mabona, Joseph Wu etc.
Here is my simple version of the octopus:
It's about 7 steps including precreasing and between 30-20 folds if you count all the shaping.
I forgot the design was based on diagonal symmetry rather than horizontal so there are some extra creases which shouldn't be there
